Recently, my wife had heart surgery. It was the most amazing technological procedure imaginable. Talk about digital transformation. Robots, fiber optic cables, micro cameras, and digital imagery made it possible for surgeons to go inside her heart and make the necessary repairs. It was easy for me to imagine that the surgeon could have performed the operation at home, miles away from the hospital. There was no cutting. She had no scars other than a couple of tiny pin holes.
My wife came through just fine. That was the good news. The bad news was that although the surgery itself was a miracle of modern technology, the work flow and procedures getting her in and out of the hospital were right out of the 20th century.

Governments of all sizes recognize the critical role that spatial data plays in developing smart communities. Most governments have had GIS implementations in place for years, but CIOs today are looking for the practical knowledge they need to modernize those implementations that help enable smarter government.
Esri participated in the first UN World Data Forum , which took place January, 15–18, 2017, in Cape Town, South Africa. This forum convened to explore innovative ways to measure global progress and inform evidence-based policy decisions on the 2030 Agenda for Sustainable Development, which is a plan of action agreement among heads of state and government. Esri joined data statistics experts from government, national statistical offices, the private sector, academia, civil society, and international organizations to discuss interactive platforms that improve the use of data for sustainable development.
City Website Empowers Citizens and Businesses with Open Data and Apps
Long Beach, California, just launched a comprehensive data hub called DataLB, which makes the city’s data available to the public online. Using Esri’s geographic information system (GIS) platform, DataLB enables citizens, businesses, and academic institutions to use civic data to improve decision-making.
Since 2014, Long Beach mayor Robert Garcia has been committed to implementing Esri technology within the city to display data in maps and make information easily discoverable and shareable between departments over the web. DataLB extends these capabilities to the public with an easily accessible website that connects people with the civic initiatives that benefit them. For instance, in the case of Measure A, which invested $150 million in Long Beach infrastructure, parks, and public safety, the hub has made all the data on the initiative available via a public story map. This visual tool includes interactive maps showing where funds will be used for specific improvements. And BizMap, a new application, allows the public to look up and export business license information in Long Beach’s business improvement districts and areas.
“DataLB will make huge amounts of city data accessible to the public, staff, and anyone who is interested in learning about or improving our community,” said Garcia. “Long Beach is doing more than just making data public. We are actually making it easy for people to see data in maps and use the site and apps to track public works, open new businesses, and find other resources.”
As a public engagement tool, DataLB reveals city data that was previously only accessible to internal staff. The hub also contains apps specifically designed to enable citizen engagement. For instance, Long Beach is working on an initiative to gather data using Esri’s Survey123 for ArcGIS that may be used in a future information product in order for the hub to visualize the impact of homelessness in Long Beach. This will help public safety and welfare agencies better allocate resources.

The National Safety Council estimated that in 2015, approximately 38,300 people were killed on U.S. roads and 4.4 million sustained injuries. These tragic statistics are compelling car makers to add connectivity to their safety designs. Their cars will connect to an ecosystem of cloud-based networks that share information to make drivers more aware of their environment and avoid accidents.
Equipped with sensors that create a 360 degree awareness field, a connected vehicle gathers road hazard data. A geographic information system (GIS) processes the real-time data and transforms it into useful information. Using live weather data and historical incident data, for instance, GIS can predict the risk of an accident occurring on a specific section of road when it is raining or when fog will make the road hard to see.
GIS will also play an important role in vehicle and infrastructure sensor systems that share real-time data with each other. While drivers are traveling down the road, their vehicles are “talking” with various roadside structures. A geofence around a school and elderly housing can alert a car’s system to tell the driver to slow down inside the zone. Car sensors detect treacherous potholes and report the locations to other drivers and the city. Roadside sensor systems can capture real-time data about highway traffic conditions in the lane ahead and automatically relay it to the car’s dashboard to forewarn the driver.

Today is the beginning of CES (Consumer Electronics Show). The event in Las Vegas draws close to 177,000 atendees and is the world’s largest gathering focused on the business of consumer technologies.
At CES, Esri will join Microsoft’s connected car showcase also including NXP, IAV, Cubic Telecom and Swiss Re to demonstrate the concept of the connected car where cloud, artificial intelligence, mapping and wireless communications provide a personalized in-car driving experience.
While manufacturers continue to add more sophisticated sensors to cars, data platform providers are extending their web platform services. On-board sensors will stream data back and forth between car and platform via the Internet of Things to create some pretty interesting capabilities that will make driving more convenient.

At the International Map Industry Association (IMIA) Americas Conference this year, Esri took home three awards for its entry ArcGIS Apps for the Field. These apps included Workforce for ArcGIS, Operations Dashboard for ArcGIS, Collector for ArcGIS, Navigator for ArcGIS, and Survey123 for ArcGIS. All these apps work in conjunction to form a unified workflow and eliminate paper-based processes, enabling everyone in the field or office to work from the same data, in real time.
“It was a great honor for Esri to take home these awards,” said David Watkins, Esri ArcGIS Desktop product manager, who provided demonstrations of the apps to the judges and was present at the conference to accept the awards.

Our world faces complex challenges that are global in nature but also are increasingly affecting our everyday lives. These challenges occur at multiple scales, locations, time periods, and cross national boundaries. To grapple with these challenges requires robust tools and data sets, and people who can effectively use them. Every day, people are using Geographic Information Systems (GIS) to make decisions that help people live healthier, safer lives on a more sustainable planet. How can someone learn about these tools and data sets, and the people who use them? One way is through GIS Day.
GIS Day (www.gisday.com) provides an international forum for users of GIS technology to demonstrate real-world applications that are making these positive differences in our society. This year, GIS Day falls on Wednesday, 16 November 2016. GIS Day is a fun and engaging way to celebrate the benefits that GIS provides, to learn more about GIS, to showcase the uses of GIS, and to connect with those in your community who are using GIS.

On March 29-30, 2017 Esri will hold the fourth annual Public Sector CIO Summit in Redlands, California. The purpose of the summit is to bring together CIO’s from across world to discuss GIS, its capabilities and how location impacts government. The three previous summits have been very successful and resulted in information sharing, new insight, problem solving and new relationships. It has become an event that I look forward to each year and one that I know I will leave with a better understanding our government challenges and new friendships.
I’ll be upfront and tell you that organizing this event comes with a bit of anxiety. There is an abundance professional events that can be attended each year and I am sensitive to making sure that the events we do are high quality and deliver results that are beneficial. That said, we use our personal experience with CIO’s to drive the content and agenda.
I meet with literally 100’s of government IT leaders each year. I use these engagements to understand trends and information gaps that are common across the government IT landscape. The result is an understanding of the issues facing government CIO’s and how we can better support the community. Below are many of the common themes I hear from CIO’s across the country:
The tremendous support for open data demonstrated by this President has brought innovation and engagement to government and has been so impactful on citizen engagement. Esri, the global smart-mapping leader, has been in lock-step with the Administration on all of their Open Data initiatives. The ease of use of GIS technology has enabled our users to harness the power of open data in such creative ways. From the City of Fayetteville, North Carolina whose police department opened more than a 100 data sets to their community as a result of the Police Data Initiative, to DHS announcing HIFLD Open, which provided public access to over 250 datsets to help better prepare for upcoming disasters, to NOAA publishing their National Water Model to answer a call put forth by the White House Water Summit, we are blown away each and every day when we see what our users in the GIS community are able to do with this data.
