&lt;P&gt;The patch has been temporarily removed from the Support Center Web site, while we work to resolved this issue. We hope to have it back up and available as soon as possible. We apologize for any inconvenience this may have caused.&lt;/P&gt;
&lt;P&gt;&lt;B&gt;UPDATE JULY 2, 2009&lt;/B&gt;&lt;/P&gt;
&lt;P&gt;The issues with ArcCatalog and ArcMap crashing on startup and the AdvancedArcMapSettings not functioning properly have been resolved with the latest version of the &lt;A href="http://support.esri.com/index.cfm?fa=downloads.patchesServicePacks.viewPatch&amp;amp;PID=17&amp;amp;MetaID=1530" target=_blank&gt;ArcGIS 9.3.1 Desktop Download Layer Package Patch&lt;/A&gt;.&lt;/P&gt;
&lt;P&gt;There is no need to uninstall previous versions of this patch. Any users that installed any version of the patch between June 23 and July 2 of 2009 will need to re-download the &lt;A href="http://support.esri.com/index.cfm?fa=downloads.patchesServicePacks.viewPatch&amp;amp;PID=17&amp;amp;MetaID=1530" target=_blank&gt;new version&lt;/A&gt; and apply it again.&lt;/P&gt;
