After installing the updated Lyr Package patch, I could not access the AdvArcMapSettings.exe utility. I received this error: ClassFactory could not supply requested class. I also could not use my Image Services Icon in ArcMap. I had to do a complete uninstall/reinstall of ArcGIS 9.3 and 9.3.1 to restore my system. Either it is a big coincidence, or this patch corrupted my ArcGIS set up.
