Such maps, along with consistent leadership, could be used to draw a distribution of volunteers, donors and business leaders to all of the places where help is needed, rather than just those with high profile names and connections.&lt;/P&gt;
&lt;P&gt;I've been using GIS maps since 1993, to draw volunteers and donors to tutor/mentor programs operating in high poverty areas of Chicago. &amp;nbsp;We've used donated ESRI software, volunteers, and a small amount of contributions to do this work. &amp;nbsp;Visit the &lt;A href="http://tutormentor.blogspot.com/" target=_new rel=nofollow&gt;http://tutormentor.blogspot.com&lt;/A&gt; to see examples.
